For over 90 years El Paso County Telephone Company has offered local telephone service to an 1,100 square mile area in eastern El Paso County, portions of Elbert, Lincoln and Pueblo Counties in Colorado. El Paso County Telephone Company provides enhanced local telephone services to approximately 4,500 customers in these rural areas. Low Income Programs For Basic Phone Service
Eligible low-income households may receive financial help with the cost of phone installation and basic local phone service by calling the local phone company. Governmental programs are available to provide funding for this type of assistance for qualified individuals. The lifeline program provides a monthly discount off the cost of basic local phone service. The link-up program provides assistance in the connection charges for phone service. IMPORTANT DTV Notice…..
As mandated by the Federal Communications Commission, you are being notified that after June 30th, 2009 a television receiver with only an analog broadcast tuner will require a converter box to receive full power, over the air broadcasts with an antenna because of the Nations transition to digital broadcasting. Analog-only TV’s should continue to work as before with low-power, class A or translator television stations and with cable or satellite TV services, gaming consoles, VCR’s, DVD players and similar products. Information about the DTV transition is available from www.DTV.gov or www.dtv2009.gov or call 1-888-DTV-2009 for information on subsidized coupons for digital to analog converter boxes.

Inside Wire Maintenance Plans
El Paso County Telephone Company has optional inside wiring maintenance plans to help save you expensive service calls, repair and/or replacement costs of the inside telephone wire in your home or business. Subscription to an Inside Wire Maintenance (IWM) plan provides, at no additional charge, repair or replacement of damaged inside wiring or jacks. The plans can be requested on new or existing inside telephone wiring, and are effective on the completion date of the request. On existing wiring, pre-existing trouble must be repaired prior to adding the IWM plan.
El Paso's IWM plans offer protection from the Service Call Charge (currently $50.00) resulting from a repair visit. A Service Call Charge is assessed if you do not have an IWM plan and an El Paso Technician is dispatched on a repair call to your home or office and the trouble is isolated to the inside wiring, jacks or Customer Premises Equipment (CPE).
IWM plans do not cover non-standard wiring. There are technical and industry standards for telephone wire required to ensure voice and data transmission. Non-standard wiring includes speaker wire, electrical wire and electrical cable. Standard wiring requirements are addressed in the Federal Communications Commission (FCC), Part 68 rules.
The 3 IWM plans offered by El Paso are:
Inside Wire Ony: This plan covers the inside wiring and telephone jacks only. If trouble is found to be in any of your telephone equipment (CPE), a Service Call Charge will be billed to you.
Premier Service: Covers the inside wiring, telephone jacks and ensures that you will not be billed a Service Call Charge if the trouble is found to be in your CPE.
Premier Plus Service: Provides the same coverage as 1 and 2 and adds a service that will provide you with a "loaner" phone for up to 30 days if the trouble is found to be in one of your telephones and you do not have a ready replacement.
IWM plans do not cover the repair of:
- Buried cable between buildings on continuous property.
- Intra-building wire, which is the inside wiring between floors, apartments, or suites in multi-tenant dwellings.
- Installation of new jacks, or moving existing jacks.
- DSL/Broadband issues. For DSL equipment coverage you need Charge Guard®
- Pre-existing trouble.
- Repair of a damaged wire resulting from customer cause or negligence.

Remember, if you do not have an Inside Wire Maintenance Plan with El Paso, a Service Call Charge will be assessed when an El Paso Technician is dispatched on a repair call to your home or office and the trouble is isolated to the inside wiring, jacks or Customer Premises Equipment (CPE). The Service Call Charge does not pay for any repair costs. Repair costs are based on a "time and materials" basis.
